INTENT

To identify conditions to be met by individuals participating in Career Employment Information Services (CEIS) to continue to receive CEIS.

POLICY

Individuals participating in specific CEIS programs and services are required to fulfill obligations agreed to in their Service Plan. A Service Plan is a contract that is mutually developed and agreed upon by the individual and an Authorized Officials . Service Plans are specific to each individual and outline the individual’s required course of action to advance towards greater independence, including:

  • The individual’s goals,
  • Agreed-upon steps necessary to achieve these goals, and
  • Programs/services that the individual has agreed to attend/utilize as part of attaining these goals.

Note: Authorized Officials are to review the appropriate CEIS policy and Business Process to determine if a Service Plan is required.

Authorized Officials are to exercise reasonable judgment and consider an individual’s circumstances and history before a decision to reassess CEIS need is made. Emphasis should be placed on working collaboratively with individuals to ensure that they are realistically able to accomplish the goals set out in the Service Plan. In complex situations, the Authorized Official is advised to consider the CEIS Program Principles and the CEIS Individual Responsibilities

Authorized Officials may exercise their authority to deny or discontinue CEIS eligibility if satisfied that an individual has:

  • Failed to maintain eligibility requirements for the programs and services provided;
  • Failed to comply with any term or condition of the programs and services provided;
  • Refused to provide complete information required to determine eligibility for programs and services or provide false information.

An individual actively participating in CEIS Programs and or Services must be notified when a decision is made that affects eligibility or participation. Notification includes:

  • The details of the decision; and
  • Specific reasons for the change in eligibility, and
  • The date that programs and services will cease or will be adjusted, and,
  • The individual’s right to have this decision reviewed if a process exists.


Note: Notification to the individual may not be possible and Service Plan closure may occur when the Authorized Official determines the individual is no longer actively participating in CEIS Programs and or Services.
