Career & Employment Information Services Overview

Legislative Authorities

Legislative authority for the Career Employment Information Services (CEIS) participants derives from:
  • Income Employment Supports Act (IESA) section 3(1)
  • Income Support Health Training Benefits (ISHTB) Regulation Schedule 4 Section 15(1) and (3)
  • Government Organization Act
  • Employment Insurance Act
  • Labour Market Development Agreement (LMDA)
  • Workforce Development Agreement (WDA)


NOTE: The LMDA and WDA agreements commonly referred to as Labour Market Transfer Agreements (LMTAs)

The Director under IESA is the Executive Director of Alberta Works Programs.

The Director(s) delegates authority to regional and frontline staff only as stated in this manual.

  • Staff do not have the authority to contravene the policy in this manual.
  • The Director has the authority to make exceptions to policy, but not contrary to the legislation.

Authority for Approving Programs and Services

Authority for approving programs and services resides with the Authorized Official unless otherwise stated.

An Authorized Official unsure of how to apply policy, or requiring clarification of policy in order to make an appropriate decision, are to approach their supervisor for clarification. If further clarification is required, the supervisor may contact a Regional CEIS Specialist or Contract Procurement Specialist if appropriate.

Authorized Officials are:

  • Designated staff tasked with the provision of CEIS programs and services
  • Agency staff contracted to provide CEIS programs and services
