R19 Attend Workforce Development – Additional Support Activity

Responsibilities
This process is performed by an authorized official.

Purpose
Attend Workforce Development – Additional Support Activity (WD-ASA) is a Career and Employment Information Services (CEIS) service that provides individuals with additional supports (Exposure Courses or Employment Supports) to address barriers to employment. The purpose of a WD-ASA is to assist with labour market attachment and exposure to new or alternative occupations in the labour market.

Pre-conditions
The individual:

  • is registered in Mobius with federal data fields completed; and
  • has an Integrated Case; and
  • has a complete Assessment identifying barriers to employment; and
  • is Labour Market Destined; and
    • Labour Market destined implies the individual is ready, willing and able to commit themselves to pursing employment service(s) that will enable them to actively seek and accept employment.
  • has an active Service Plan; and
  • has the Attend Workforce Development plan item in their Service Plan; and
  • is actively participating in Workforce Development services; and
    • a support activity must take place within the Individual’s Active Service dates for Workforce Development
  • has not exceeded allowable WD – Exposure or WD – Employment Supports funding in the calendar years (January 1 to December 31)

    NOTE:
    No combination of WD – Exposure Course funding and or Exposure Course funding is to exceed the maximum funding amount of $2500 for a calendar year (January 1 to December 31)

    No combination of WD – Employment Supports and Employment Training and Transition Supports (ETTS) is to exceed the maximum funding amount of $511 for a calendar year (January 1 to December 31)

Trigger
Initiate the ASA process when an individual is participating in Workforce Development services, and it is determined by the Authorized Official that the individual requires additional supports to assist with labour market attachment.

Process

  1. Enter Plan Item “Attend Workforce Development – Additional Support Activity”
    1. Enter the Expected Start Date and End Date:
      1. Expected Start Date (consult the Products and Services Catalogue and ensure the dates matched) is the date the Authorized Official determines eligibility for ASA.
      2. Expected End Date is dependent on the support Activity.
  2. WD Referrals (see Refer a Plan Item in Mobius User Guide). An Authorized official is to complete the following fields in Mobius to refer and link the individual to an appropriate WD service location:
    1. Ensure the Referred to Provider section in Mobius is completed.
      1. Enter Provider name:
      2. Enter the Expected Start Date.
      3. Search the Programs and Services Catalogue for a Start Date.
      4. Select the appropriate listing. Save.
  3. Edit Plan Item (see Edit Plan Item in Mobius User Guide):
    1. Edit Plan Item Category to reflect the appropriate Support Activity i.e. WD-Exposure Course or WD-Employment Supports
    2. Enter the Actual Start Date when the individual is to receive the WD-ASA (status = in progress).
    3. Enter the Estimated Cost for the Support Activity
    4. Enter a description of the support activity in the Description section of the plan item
    5. Save
  4. WCB Acknowledgement (required when the support activity is an Exposure Course)
    1. Review the WCB Acknowledgment signed by the participant as a condition of receiving Workforce Development services (Step 4 of R16 or R17).
    2. In Notes section of the Service Plan Home Page with a Subject line of “WCB Acknowledgment” document the status of the WCB Acknowledgment i.e. reviewed, accepted or refused.
  5. File Management – Additional Support Activity Completion
    1. Edit Plan Item Attend Workforce Development – Additional Support Activity (see Edit Plan Item in Mobius User Guide):
    2. Enter the Actual End Date, which is the date the individual completes the Activity.
    3. Enter the Actual Cost after the Activity has been completed. Ensure the Estimated and Actual costs are entered in Mobius before closing the Plan Item.
    4. Select “Complete” from dropdown list for Outcome if the Activity has been completed. Save. OR
    5. Select “Incomplete” if the Activity has not been completed. Save.
    6. Close the Plan Item.
    7. Enter Notes on Service Plan Home Page with a Subject line of “Service Provider Update.” Notes may include information about course completion, payment of invoice, employment status, rational for an Activity not being completed etc.

      Note: Completion of an Exposure Course is not entered on the Individual’s Education screen.

  6. Record Service Management Updates
    1. Capture Service Management updates (e.g. contact or attempts to contact individual or additional information relevant to an Individual’s progression through programs or services) in Notes section of the Service Plan Home Page with a Subject line of “Service Provider Update’”

      NOTE: This step is repeated to ensure the individual’s progress in WD programs/services is assessed regularly and progression through WD programs and services is documented in Mobius Notes.
  7. Monitoring
    The WE authorized official is to monitor and ensure the proper closing of all Plan Items and completion of the LMTA required data in Mobius.
