Barriers to Full Employment (BFE)

Client Sub-Types 42-47 Overview

INTENT

Clients who show evidence that they will probably never be able to work full-time continuously in the competitive labour force, are assigned to a Barriers to Full Employment (BFE) client sub-type.

POLICY

Clients in the BFE sub-types receive a higher benefit rate and must not be placed in this category if resolution of their barrier or condition is within their control such as in the case of alcohol dependency or drug addiction. If alcohol or drug addiction is not the primary barrier to employment, and resolution of this problem would not substantively change the other employability factors, a client with addiction issues and multiple barriers to employment may be assigned to the BFE sub-types.

If the client’s employment in the competitive labour force is intermittent because of their health problems, the client remains in the appropriate BFE sub-type.

The key distinction between Expected To Work (ETW) and BFE clients is, although some BFE clients may be employed, they are not expected to be capable of sustaining full-time employment in the competitive labour market. BFE clients who work in sheltered employment are not to be re-categorized to the ETW client type.

To be placed in the BFE client category all clients must:

  • Have an Employability Assessment completed in Mobius within the timeframe outlined under the specific BFE sub-type; and
  • Be assessed as having multiple barriers or a persistent mental or physical health problem that limits their ability to sustain competitive employment; and
  • Have the required supporting documentation/substantiation for that sub-type.

Expectations of all BFE Sub-Type Categories

All clients in the BFE category are expected to:

  • Follow recommended medical treatment, and
  • Maintain contact with worker and attend appointments as required, and
  • Inform their worker of changes in circumstances, which may affect their Service Plan, and
  • Access and attend all resources identified in their Service Plan, or through referral by worker, and
  • Follow through on Service Plan expectations.
Note
Clients in these sub-types are not expected to seek employment (unless their circumstances change); however, a Service Plan must be developed with the client. The activities contained in the Service Plan should be appropriate to the client’s circumstances and give them an opportunity, including what Departmental support would be required to move them towards maximum self-sufficiency.

If a client does not follow through with their Service Plan or any other expectations outlined within the BFE client category, a worker can deny or terminate benefits.
