13 Federal Child Benefit (National Child Benefit Supplement - NCBS)

Clients Awaiting Employment Insurance Who Require a Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) by Repayment

If a client is waiting for Employment Insurance benefits and is eligible to receive the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) by repayment, both an INS 3113 Assignment of Benefit form and an EMP 3144 National Child Benefit Supplement (NCBS) Repayment Agreement must be signed prior to benefits being issued.

The “total amount(s) paid” section of the INS 3113 Assignment of Benefit form must not include the amount of Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) issued to the client. The minimum living allowance (MLA) is not affected, as 1800 codes are not included in the MLA calculation.

Once the client receives their retroactive Federal Child Benefit (NCBS) payment from Canada Revenue Agency, or the file closes, the worker follows procedures in this section.
