Barriers to Full Employment (BFE)

Client Sub-Type 46 Employed Part-Time

These BFE clients (excluding Client Sub-Type 43 Severe Handicap) are working less than 40 hours per week, or part-time as defined by the employer but more than five hours per week.

Clients are not expected to be capable of significantly improving their employment situation, and are not likely to secure or sustain full-time employment in the competitive labour market.

They are able to work part-time or temporarily in non-sheltered or sheltered employment but unable to work permanently, full-time or continuously.

In addition to the expectations for all BFE clients, clients employed part-time are also required to:

  • Maintain current employment if at all possible.
  • Maximize employment opportunities if able (increased hours, additional work and/or alternate work) which would lead to increased self-sufficiency.
  • Attend employment workshops provided by department staff as required.


  • Proof of earnings
  • Employability Assessment completed in Mobius when the multiple barrier was assessed or within a reasonable period of being categorized as sub-type 46 considering factors such as; length of initial medical, client circumstances, SND assessment etc.
