Barriers to Full Employment (BFE)

Client Sub-Type 47 Attending a Program

Characteristics
BFE clients (excluding Client Sub-Type 43 Severe Handicap) who are attending full-time pre-employment or rehabilitation programs identified in their Individual Plan.

These programs alone are not expected to lead to employment. They provide general information to prepare for employment, not a specific skill set and could include: 

  • Training for disabled persons not expected to lead to full-time continuous employment
  • Life management 
  • Anger management 
  • Residential addictions treatment
  • Parenting programs or other interventions required to comply with an Alberta Community and Social Services case plan

These are NOT programs under the Student Financial Assistance Act (SFAA). Clients planning to attend a Foundational Learning or Skills Development program should apply for assistance through the SFAA or alternate sources

In addition to the expectations for all BFE clients, clients attending a program are also required to:

  • Maintain the same level of commitment and behaviour in their program, as an employer would expect in a work situation.
  • Attend the program regularly.
  • Inform program officials of the reason for any absences.
  • Comply with all program policies and practices for student conduct.
  • Attend employment workshops provided by department staff as required.


Substantiation

  • Statement from the program provider regarding the type and length of the program and proof of attendance
  • An assessment completed when the multiple barrier was assessed or within a reasonable period of being categorized as sub-type 47 considering factors such as; length of initial medical, client circumstances, assessments, etc.
