Learner Income Support Benefits

Non-Continuous Supplementary Benefits

Natal and Adoptive Needs Payment

AUTHORITY

Income Support, Training and Health Benefits Regulation, Schedule 4, section 17
Full Time Learners:  Schedules 1, 2, 3 and 4 (Advanced Education)
Full Time Learners:  Schedules 1, 2, 3 and 4 (Labour and Immigration)

INTENT

The Government of Alberta assists with the additional costs associated with a newborn baby.

POLICY

The Government of Alberta may provide an allowance for items needed for an infant including:

  • infant clothing
  • toiletries
  • crib
  • mattress
  • bedding
  • high chair
  • stroller
  • infant car seat.


The Natal Allowance is provided once per child when:

  • the member of the learner household:

     

    • is within one month of their expected due date, or
    • has given birth or adopted, and the child is not more than twelve months old. The child does not have to be born during the training period.

     

  • it has not been provided previously (e.g., while receiving Income Support as Expected to Work /Barriers to Full Employment) for the same dependent.

PROCEDURE

If the learner is adding the newborn to the household through a Change in Circumstances form, the natal allowance is issued automatically. In all other situations, the learner must request the benefit either through a Learner Income Support Application or a Change in Circumstances form.

Substantiation

The learners’ verbal statement that they have a natal allowance need.
