R02.1 Employability Assessment (EA) - LMTA UPDATE

Description
An employability assessment is a conversation between an individual and an authorized Mobius User to determine what issues, needs, strengths or barriers they have to pursue employment and training programs and services offered through the Government of Alberta.  The assessment is the tool used to determine if the individual is ready, willing and able to participate in training and employment programs and services and if not, what barriers could be addressed in order for them to become labour market destined.

There are a number of reasons an EA assessment occurs:
  • to assist an individual in moving forward with his/her employment goals
  • to determine if the individual is ready, willing and able to participate in training
  • to identify strengths and barriers that may impact their ability to be labour market destined
  • to ascertain if there are accommodations required for the individual’s success in employment and training programs
  • to determine eligibility for certain services and/or funding (i.e. Exposure Courses)

The following business process is how to capture the information.

Process

  1. Start an EA assessment when:
    1. An individual has expressed a need for training and employment programs and services as well as to determine the individual’s readiness to enter the labour market.
  2. Proceed to the Person’s Integrated Case home page; scroll down to Case Member and choose the correct person the assessment needs to be completed on
  3. Navigate to the member’s home page, assessments and choose new EA 
  4. Identify their future employment goal; choose the closest occupation to reflect this.  As a best practice if unable to find through the Mobius catalogue may want to cross-reference the common occupation name via Statistics Canada NOC
  5. Ensure the education and employment history has been updated
  6. Identify and select based on the 6 pillars why the individual is having an employability assessment in the Reason for Contact
  7. Based on dialogue with the individual, supplemented with the Assessment Factors Handbook questions choose the most appropriate option in the various Factor groupings (A-F).
    1. Enter any descriptors or clarifiers of information in the Notes to indicate and support the individual’s identified and requested needs, as well as the assessment factors and rankings. (If the user identifies an area as a strength, or needs development indicate why in notes.  Unknown should not be selected unless it truly is unknown, then the Mobius User needs to also indicate why that is in the notes under each section).
      1. A guiding principle is to write notes that explain the relevant details of why the Mobius User chose that response, it is key for service management. It enables another Mobius User at a later date to understand what occurred. 
  8. If the individual is assessed to be labour market destined, select Yes (or No) from the drop down list. This is a mandatory field.
    1. Labour Market destined implies the individual is ready, willing and able to commit themselves to pursing a training program and/or employment service(s) that will enable them to actively seek and accept employment.
    2. Based on the conversation with the individual, the Mobius User then selects using the 6 pillars what needs have been identified and chooses the primary need and any further needs (secondary and tertiary if appropriate)
    3. In the notes for Identified Needs, the Mobius User summarizes what the individual’s needs are.  This includes what are the next steps based on the EA such as eligible for which programs or services and/or any referrals if required.
  9. If not all information can be collected at this appointment, select Save then the assessment (status in progress) can be accessed for future editing and/or completion.
    1. If the EA is complete with no further editing required, select Modify Outcome and choose Complete from the drop down menu as the intervention outcome.
    2. If the individual does not return to finish the assessment, refuses or declines the service.  Place a note in the Identified Needs notes are and then choose Incomplete from the drop down menu under Update Outcome.
      1. Also place a similar note in the individual’s Integrated Case Notes area.
    3. Begin working on a Service Plan as the next step as identified within the assessment.
