Alberta Health and Wellness. The government department responsible for setting strategic direction for Alberta’s health system.
Annual Reporting
A type of income reporting period.
Annuitant
A person who receives payments under an annuity.
Annuity
A contract or agreement that provides for a steady stream of equal payments in exchange for a lump sum purchase price. Annuities may provide payments for a fixed term or may provide payments until the death of the annuitant.
Appeal
Process that allows a party affected by a decision made by AISH to receive an independent assessment of their situation and a final decision.
Applicant
A person who has submitted an application to obtain AISH benefits.
Audit
A process used to follow-up on and verify information.

Business Cost Program (BCP)
Beneficiary
Person for whom a trust has been created.
Benefit
A benefit referred to in the AISH Act. See program policy – Benefits.
Business Cost Program
Under the BCP program, an additional BCP payment is applied to health services codes. When claims for these health codes are processed and paid in accodance with the Schedule of Medical Benefits. See Letter of Agreement and Bulletin listed in “Payment of Medical Reports and Forms” operational policy section.

The Department responsible for the administration of the program.
Dependent child
Defined in the Assured Income for the Severely Handicapped General Regulation. See program policy – Definitions.
Designated Supportive Living (DSL)
Designated Supportive Living (DSL): A space or spaces within a building (facility) that are operated under contract between the regional health authority and a building operator for persons who are assessed by the health region as requiring a high level of personal care and support services. The health region, in collaboration with the operator, approves the admission and discharge of residents.
Director
A person designated by the Minister as a director for the purpose of administering the Assured Income for the Severely Handicapped Act.
Disability
The outcome or result of a complex relationship between an individual's health condition and personal factors, and of the external factors that represent the circumstances in which the individual lives. World Health Organization definition.
Discretionary Trust
A trust in which the settlor has given the trustee full discretion to decide when a beneficiary is to receive either the income or capital of the trust. If the trust is set up for a group of beneficiaries, this type of trust may also allow the trustee to determine which beneficiaries should receive the income or the capital of the trust.

Employment Insurance. A Government of Canada program providing temporary financial assistance for unemployed Canadians while they look for work or upgrade their skills. Canadians who are sick, pregnant or caring for a newborn or adopted child, as well as those who must care for a family member who is seriously ill with a significant risk of death, may also be assisted by Employment Insurance.

Facility
Defined in the Assured Income for the Severely Handicapped General Regulation: “Facility” means(i) a nursing home as defined in the Nursing Homes Act,(ii) the part of an approved hospital or auxiliary hospital as defined in the Hospitals Act in which a person receives similar care as received in a facility described in subclause (i) that is not designated under the Mental Health Regulation (AR 19/2004) as a facility,(iii) the part of a residential facility approved by the Minister as a designated assisted living unit where a person is admitted or discharged by a regional health authority on the basis of health needs, or(iv) a residential facility or part of a residential facility approved by the Minister in exceptional circumstances when an applicant or client has unique care needs.
Financial hardship
Defined in the AISH General Regulation as: “Financial hardship” means that a person is unable to arrange his or her circumstances and financial affairs to meet his or her basic needs and those of his or her cohabiting partner and dependent child.

Monthly financial assistance provided by AISH.
Financially interdependent
Generic term for help provided through money.

Institution

ISC Number
A 10 digit number issued by ISC to all eligible First Nations people. Formerly the Indian Registration Number or Aboriginal Affairs and Northern Development Canada (AANDC) Number.
The number is composed of three parts:
- The first 3 digits (band number) identify the band to which the person belongs.
- The next 5 digits (family number) identify the person's family unit within the band.
- The last 2 digits (position number) identify the person's position within their family.

Jurisdiction
Jurisdiction is the basis of the authority the Panel has to hear and decide a case. An Appeal Panel obtains its jurisdiction from the legislation governing the Program.

LIRA
Locked in Retirement Account. A LIRA is a special RRSP contract designed specifically to hold locked-in pension funds (which means the funds are not available as a cash refund) for a former plan member, former spouse or common-law partner, or surviving spouse or partner, as the case may be, and provides an alternative to leaving the funds in the pension plan.

Long-term Care
Involves regular treatment and continuing nursing care provided to persons with persistent mental illnesses or physical disabilities. Albertans are eligible to receive long-term care when they are no longer able to live independently within their communities. Long-term care is provided at centres like auxiliary hospitals and institutional homes.

Monthly reporting

Mutual obligation
Cohabiting partners have the mutual obligation to support each other. AISH considers the income of the applicant, client, and their cohabiting partner in determining eligibility and level of benefits.

Net income
Remaining income after AISH applies CRA allowable deductions. Net income is calculated as gross income minus CRA allowable deductions.
Non-discretionary Trust
A trust in which the settler has determined when the beneficiary is to receive the income or capital of the trust. The trustee is required to distribute the income or capital of the trust in accordance with what the settlor has outlined in the trust.
Non-exempt income
Income that is deducted dollar-for-dollar from AISH benefits.
Non-Status Indian
A First Nations person who is not registered as an Indian under the Indian Act. This may be because their ancestors were never registered or because they lost Indian status under former provisions of the Indian Act. Over the years, the rules have changed. An individual may be eligible to register as an Indian if one or both of his parents are eligible for registration. Under Bill C-31 an Act to Amend the Indian Act, some Indians who had lost their status previously may be able to restore their status as a Registered Indian.

Old Age Security (pension). A Government of Canada program providing a modest pension at age 65 for persons having lived in Canada for at least 10 years.
Ordinarily residing on a reserve
Persons ordinarily residing on reserve include: persons who are away from a reserve to obtain care in a long-term care facility, persons who are away from a reserve to access social services not available on reserve, and persons who are away from a reserve to access full-time post-secondary education or full-time training.

Palliative or terminally ill
An applicant diagnosed as palliative or terminally ill is expected to pass away in a short period of time.
PDD
Persons with Developmental Disabilities. The PDD program develops, implements, and evaluates a provincial plan for the delivery of supports to adults with developmental disabilities.
PHN
Personal Health Number. Unique personal identification number shown on your Alberta Health Care Insurance Plan Card
PIN
A ten-digit code assigned by the CCD system for each registered adult.
Principal residence
Defined in the Assured Income for the Severely Handicapped General Regulation. See program policy – Definitions.
Prorating income
To divide proportionately over the number of months in the reporting period.

Public Trustee. Alberta’s Office of the Public Trustee protects the financial interests of vulnerable Albertans by administering the estates of dependent adults, deceased persons and minors when there is no one else to act.

RDSP

Reasonable employment
The applicant or client cannot have refused to seek or to accept reasonable employment for reasonable wages within the limits of their disability.
Reasonable wages
At least minimum wage or the training allowance provided in training or rehabilitation facilities. Reasonable wages means minimum wage or a wage agreed to under a permit for employment for persons with disabilities. Applicants who receive a wage under a permit may be eligible for AISH, if other eligibility conditions are met.
Reportable income
The person who creates a trust by donating property to a trustee to be managed and administered for the benefit of another person (beneficiary).
Resident of Alberta (ordinary)
The applicant or client maintains a residence in which he resides at a given address or is know to reside within the boundaries of the Province of Alberta.
RRIF
Registered Retirement Income Fund. A plan that is designed to provide a steady stream of income during retirement.
RRSP
Registered Retirement Savings Plan (also referred to as RSP)

Severe Handicap
An impairment of mental or physical functioning or both that, in a director’s opinion after considering any relevant medical or psychological reports, causes substantial limitation in the person’s ability to earn a livelihood and is likely to continue to affect that person permanently because no remedial therapy is available that would materially improve the person’s ability to earn a livelihood. See program policy – Severe Handicap.

Special Needs Assistance for Seniors
Status Indian
(Registered Indian) means a First Nations person who is registered under the Indian Act and has an Indian Registration Number.
Status Indians who are not band members
A person may be considered a Status Indian without being a member of a particular band. Benefits may be provided by AISH if the person ordinarily resides off reserve. Benefits are the responsibility of the federal government if the person ordinarily resides on a reserve, and should be referred back to that reserve for services over the AISH maximum.

Tax assessment
Simplified summary of a tax return. A summary from Canada Revenue Agency that is mailed to the individual once tax documents are processed. It lists total income, total tax credits, and amount of tax refund or amount of taxes owing for a particular year. This form does not show a breakdown of sources of income or a breakdown of tax credits.
Tax return
The actual tax forms used for filing income taxes for a particular year. These forms can be used for income verification when completed by a Tax Service or by an accountant.
Tax return summary
A detailed printout that lists all incomes by type, all credits by type, marital status, and amount of refund or amount of taxes owing for a particular year or years. This printout is obtained at Canada Revenue Agency offices.
Total income
Income of the applicant, client, and their cohabiting partner.
Treaty Indian
A Status Indian who belongs to a band that has signed a treaty agreement with the Crown (federal government).

A person who holds property rights for the benefit of another (beneficiary) through a trust.

UCCB
Universal Child Care Benefit. A Government of Canada program designed to help Canadian families, as they try to balance work and family life, by supporting their child care choices through direct financial support. The UCCB is for children under the age of 6 years and is paid in installments of $100 per month per child.

Workers’ Compensation Board is a not-for-profit organization legislated to administer the workers’ compensation system for the province of Alberta.
