Learner Income Support Benefits

Isolated Community Allowance

Full-Time Learners: Schedules 1, 2, 3 and 4 (Labour)
Full-Time Learners: Schedules 1, 2, 3 and 4 (Advanced Education)


There are higher costs of living associated with living in permanent communities that lack all-weather road access. Human Services provides an isolated community allowance to assist with the higher costs.


Human Services may pay an isolated community allowance for each member of a learner household if they reside in a permanent community that does not have all-weather road access.

Members of the learner household including the learner must reside in the community, while attending training, in order to receive the benefit.

The communities include:

  • Fox Lake
  • Tall Cree
  • Fort Chipewyan
  • Chipewyan Lake.


  • $40 per month per household member


A learner must submit a Learner Income Support Application (Full-Time Study) or a Change in Circumstances form. This benefit will be provided automatically, based on the learner address provided.
