08 Continuous Needs

Additional Shelter

To meet the additional shelter requirements of individuals with specific shelter needs.


The allowance is available to a household unit as long as all the conditions are met and all other resources have been explored. The allowance is also available to a household unit living with a relative if all the conditions are met.

Clients living in social housing are not issued an additional shelter allowance.

An additional shelter allowance may be provided under only one condition at any given time.

Clients who have been receiving additional shelter must be given one month’s notice before the allowance is discontinued/stopped, to allow them to make other shelter arrangements.

The worker may request substantiation if required, to help determine if the client is eligible for this benefit. For example a worker may request documentation that shows the accommodation has been adapted for a member of the family or a written opinion from a medical professional when health is endangered.

For Large Families

In the case of a household unit of six or more persons, suitable accommodation cannot be obtained for the core shelter allowance, for a period of 12 months.

When Accommodation is Adapted
A person in the household unit is disabled and the accommodation has been physically adapted for that person’s particular disability and the applicable core shelter allowance is insufficient, for a period of 12 months.

When Health is Endangered
The applicant or the recipient has a written opinion from a physician or nurse practitioner that the physical health of the person would be endangered by a move or the applicant or the recipient has a written opinion from a psychiatrist or a psychologist that the mental health of the person would be endangered by a move, for a period of 3 months. The benefit can be renewed for subsequent 3 month periods if the condition continues to exist.

The medical professional is also asked by the client to provide an opinion as to when the client’s condition would improve so that he or she can move to less expensive accommodation.
