EI Verification Process

I06. EI Verification Process Transition - LMTA UPDATE

Description
The Preliminary EI/Non-EI Profile screen was originally created as a self-screening tool to support the EI verification process. The screen was used to record responses to determine an individual's involvement with the Employment Insurance (EI) program.  Since its implementation in 2011, the federal legislation that defines the eligibility criteria “insured participants” under the Labour Market Development Agreement (LMDA) has been amended twice.   The latest amendment , which came into effect April 3, 2018, has broadened eligibility to the extent that the screen no longer meets Alberta’s business needs. With the Mobius changes implemented as part to the Labour Market Transfer Agreements project, the ability to record information on Preliminary EI/Non-EI Profile screen will be disabled. 


Procedure

For Employment Services
The verification of an individual’s LMDA eligibility is not expected when an individual’s needs are limited to employment services.   

For Training
Individuals requesting to attend self-funded and LMDA funded training programs need to be verified.  Individuals planning to participate in the following training programs do not need to be verified.  These programs are not funded by the LMDA.

Alberta Job Corps 
Alberta Settlement and Integration Program 
Transitional Vocational Program 


EI Status screen transition
EI verifications that began on the EI Status screen, prior to the implementation of the LMDA Eligibility screen, can continue using the Training Program Information (TPI) cluster of the EI Status screen to recommend/refer active regular EI benefit recipients to participate in full-time training. 
Until all LMDA eligibility requests are being made using the new LMDA Eligibility screen, the ability to edit referrals to training and/or changes in participation on the EI Status screen will continue.  Additions and/or changes made to the EI Status screen will be relayed to Service Canada.
