Community Living Start-Up Allowance

INTENT
This benefit provides assistance for specific individuals to establish a residence in the community.
POLICY
An allowance to cover the cost of establishing a principal residence in the community may be provided to a client who:
- Has been residing in an institution as a result of a disability or mental illness and is permanently leaving that institution to establish a residence in the community. (An “institution” refers to a place that provides intensive care to severely disabled persons such as the Michener Center and Alberta Hospital, Edmonton and Ponoka).
and - Is assigned to the Barriers to Full Employment sub-type.
Persons being released from correctional institutions or facilities are not eligible for this benefit unless they meet the above criteria.
This is a once in a lifetime benefit for which there is no minimum period of institutionalization required to establish eligibility.
Need for this benefit can be substantiated by the verbal statement of client, the worker’s knowledge of the client’s situation, and/or if in doubt, evidence from the institution.
Use of this benefit must be a last resort and only considered after all other resources have been utilized. Only essential items such as moving expenses, damage deposit, basic furniture, appliances and household items are covered under this benefit.
Individualized Funding Programs like Supported Independent Living are also available through Persons with Developmental Disabilities (PDD).

CEC or SFSC for persons leaving medical institutions
Supervisor for persons leaving correctional institutions
PROCEDURES
LISA automatically posts it to the Scratch Pad. The worker will:
- Review the client’s circumstances.
- Record the reason the benefit was issued in Mobius Notes.
