Training and Service Providers

Roles and Responsibilities

INTENT

Designated Government of Alberta (GOA) staff and stakeholders are aware of their role and responsibilities to ensure accountability and quality programs and services for Alberta Works learners. 

POLICY

Staff and stakeholders collaborate to ensure:

  • GOA spending is well-managed, 
  • There is continuous improvement in the effectiveness and efficiency of Alberta Works programs and services delivered by the GOA; 
  • There is adequate flexibility to allow for responsiveness to shifts in Albertans needs and labour market needs; 
  • There is adequate access and choice for Albertans requiring assistance to prepare for, find, and keep employment;


To achieve this, roles, responsibilities, and accountabilities for programs and services must be clearly identified.

Training Providers

All training providers that accept a participant must:

  • Ensure the training program is approved by the GOA in order for individuals to apply for Alberta Works funding.
  • For tuition based programs, confirm the individual meets the training provider’s admission requirements by completing the Training Provider Information form.
  • In specific situations refer the learner to an Alberta Supports office. The specific situations are when the individual requires:
  • Deliver the training program as approved by the GOA.
  • Review payment slip details for accuracy and notify the GOA of discrepancies.
  • Notify GOA of a learner’s change from full-time status, withdrawal, no show or early completion and comply with the refund policy.
  • Have an institutional attendance policy that meets GOA requirements.
  • Comply with monitoring and auditing requirements.
  • When required, report on program outcomes.


Learners

  • Complete the Learner Income Support Application or the Skills Investment Bursary Application and submit to the Learner Income Support Office (LISO).
  • Submit the completed Training Provider Information form if attending tuition based training.
  • Review Funding Decision letter for accuracy and payment information.
  • Notify LISO of any changes including, never attended, withdrawals or early completion from a training program using the Change in Circumstances form.
  • Comply with overpayment requirements.


Authorized Officials (Designated Staff, LISO, Contracted Agencies) 

Designated Staff

  • Approve training programs.
  • Complete a Service Needs Determination and/or an Employability assessment in situations such as Counsel to Leave Employment or Reduced Course Load.
  • When necessary, assist the individual with completing their Income Support Application or Skills Investment Bursary Application.
  • Act as a liaison between the training provider, the learner, LISO, and if applicable a contracted agency to ensure a learner’s application and unique circumstances are addressed in a timely manner.
  • Ensure learner outcomes are completed as required.


Contracted Assessment Agencies

  • Completes a Service Needs Determination and/or an Employability assessment, enters information into Mobius and provides a recommendation.
  • When necessary, can assist the individual with completing their Income Support Application or Skills Investment Bursary Application.
  • When necessary, can assist the individual with completing a Notice of Appeal and hearing learner appeals as defined in policy.
  • Follow up with learners 90 days after they complete a training program.
  • Other work as identified in the contract.


Learner Income Support Office (LISO)

  • Processes Alberta Works Learner Income Support Application or the Skills Investment Bursary Application and ensures decisions are communicated to the learner.
  • Requests additional information as required.
  • Responds to learner inquiries regarding funding and application processing.
  • Responds to training provider inquires related to learners.
  • Processes Change in Circumstances applications.
  • Processes learner appeals.
