Contract Solicitation


To describe the method to invite solicitation for goods and services.


The method used to invite interested parties to submit their proposals should be open and transparent, with contractor qualifications, price, and deliverables being the main selection criteria. An open and transparent method is preferred due to the expectation of the public that the best value will be obtained for its funds.

The PDD program complies with the Agreement on Internal Trade (AIT) and the Trade Investment and Labour Mobility Agreement (TILMA) in its contracting practices.

For contracts where the AIT or TILMA apply, advertising must be done on the Alberta Purchasing Connection (APC), an electronic tendering system that is equally accessible to all relevant suppliers. For those contracts that do not meet the AIT or TILMA requirements, use of APC is still encouraged. If APC is not used for these contracts, some form of open and transparent request for service is required.

Direct (Sole) Sourcing

Sole sourcing is an exception to the selection processes described above and may occur in special circumstances.

Services for PDD-eligible Individuals are most successful when the Individual and their guardian/family choose the contractor, there is stability over time in the staff providing the support, and the contractor has demonstrated their experience, expertise and familiarity with the Individual being supported over a period of time. These factors represent sound criteria for sole sourcing a contract, but still must be documented in a business case that is kept on file to support the sole sourcing decision.
