Capital Funding Process for Services Providing Temporary Shelter

In 2016, the Government of Alberta committed to making capital investments totalling $1.2 billion over five years; this includes some funding for community and specialized housing, capital maintenance and renewal, and capital planning. The Community and Social Services ministry has the opportunity to put forward capital funding proposals for 2018/2019.

The Alberta government is committed to ensuring Albertans have access to temporary shelter when they need it. As part of this commitment, provincial capital funding may be provided to not-for-profit organizations that provide or propose to provide temporary shelter services.

Expression of Interest (EOI)

The Alberta government is currently accepting EOIs that support the planning and development of services providing temporary shelter for Community and Social Services clients. Additional information can be found in the Questions & Answers.

In order to provide a transparent and open process for the identification of capital funding needs, submissions will be used to create an inventory of capital projects eligible for 2018-2019 provincial capital funding and beyond.

EOI forms must be received by 13:59:59 MT on Friday, August 11, 2017.

Who can submit an EOI form?

Not-for-profit organizations that currently operate or propose to operate an off-reserve, temporary shelter service for Community and Social Services clients are invited to submit an EOI form.

Eligibility and assessment criteria

EOI forms will be evaluated based on the following:

  • Project description detailing the need/demand for a temporary shelter facility in a community (additional information can be found in the Questions & Answers);
  • Evidence of a plan for community engagement and/or consultation; and
  • A proposed budget and source of funding for future operational expenses.

Equal consideration will be given to forms proposing to repurpose an existing property and those proposing a ground up/new build.

EOI forms must be submitted by email or hard copy by 13:59:59 MT on Friday, August 11, 2017.

All forms will be acknowledged within 24 hours of receipt. Late or incomplete forms will not be considered.

Next steps

Forms will be reviewed and evaluated by Alberta Community and Social Services and Alberta Seniors and Housing using the eligibility assessment criteria identified.

All applicants will be informed in writing of the outcome of their EOI. All decisions are final.

EOIs are subject to the requirements of the Freedom of Information and Protection of Privacy Act, RSA, 2000 c. F-25. The evaluations shall be confidential, and the EOIs and evaluations will not be released to any party.

Successful applicants may be required to provide more detailed proposals prior to a final funding commitment.
