R10. Disability Related Employment Supports (DRES)

Description

The needs of persons with disabilities in the workforce are diverse. To address these needs Community and Social Services provides Disability Related Employment Supports (DRES) which may fund supports and/or services to assist Albertans with disabilities make successful transitions from school to work, unemployment to employment and from one career path to another.

Alberta Community and Social Services strives to develop strong partnerships and work in collaboration with the person with the disability, the employer, the institution or training provider, and the other parties involved to determine the disability related supports and/or services needed by the person with a disability.

DRES is a support element in Community and Social Services' programs and services. DRES may also provide supports and/or services in education/training, job search and the workplace if the eligibility criteria for all parties are met.

In order to access DRES funding the person with the disability must provide documentation of the disability from a certified professional who is knowledgeable about the disability.

Details

Pre-conditions
An individual with a documented disability is registered in Mobius and has an open Integrated Case (Member type – primary client). The Individual has undergone an Employability Assessment or is willing to participate in an Employability Assessment and is deemed to be Ready, Willing and Able to attend training or employment.

Trigger
An individual is requesting DRES supports/services to assist with training or to obtain/maintain employment.

Review the Mobius Person Home Page.  Update all relevant information.  Set the “Special Interest” to “disability”.  Effective February 1, 2016, Community and Social Services implemented a new “Persons with Disabilities (Canada-Alberta LMAPD)” check box located at the bottom of the Client Funding Type evidence screen in Mobius to identify LMAPD clients.  Although the fields in the “Special Interest” drop-down will continue to exist and should be used to provide complete and thorough data in Mobius, the new checkbox will be required to identify LMAPD clients.  If the Home Page shows a different drop-down option and there is information about a diagnosed or undiagnosed disability, select “disability” in the drop-down options.

Review the latest completed Employability Assessment to determine the individual’s readiness if one exists.  Details regarding the supporting disability evidence are to be documented in the “Disabilities Factors” section of the Employability Assessment. 

The Front-line user determines whether to use Option 1 or Option 2 on a case by case basis depending on the accuracy and how dated the information is on the Employability Assessment.

Option 1 – Copy the latest Employability Assessment.  Review and update the factors and training/employment goal as discussed with the individual.  Ensure that the disability information is entered in Section F “Disability Factors” prior to completing the Assessment.

Option 2 – Enter and complete a new Employability Assessment ensuring that the disability information in Section F “Disability Factors” is recorded.

R10.02.01
Update the active Service Plan or create a Service Plan if one does not exist, outlining the agreed upon activities recommended to achieve the defined training/employment goal.  Review or add “Attend” Plan Item(s) and their associated Plan Item Categories to reflect all activities proposed/needed to achieve the training/employment goal.  i.e. Apply DRES (for Education Support and/or Apply DRES for Job Search, and/or Apply DRES for Workplace Support).

R10.02.01(a)
Add or update the appropriate Plan Item(s) Category (e.g. for Education Supports:  Assistive Services, Assistive Technology). These plan item(s) are used to indicate that the DRES policy has been or will be considered.  Details regarding an individual’s eligibility for DRES supports/services are to be documented in the Notes field of the Service Plan home page.  Enter "Attained" if DRES is approved; "Not Attained" if not approved; or "Cancelled" where relevant.  Enter Estimated Cost (enter costs before approving DRES plan item, as it will not be possible to enter costs if the Plan Item has already been approved).  Complete Approval of DRES plan item(s).  Enter Actual Start Date (plan item to be set to “in progress”).  Enter the Actual Cost at the time that the DRES activity has been completed (correlating with the appropriate Plan Item dates).

R10.02.02
Add or update the Education Screen.  Accuracy is important in the K-12 selections, as inaccurate information may impact eligibility for individuals in receipt of Learner funding.  Under the Qualification drop-down use “Non Credential training” for short term courses and/or for courses funded via Exposure Course funding.  The Completion Status section:  enter data for this section at the Post-Intervention stage, as this should be historical information rather than “in progress” information.  Do not enter Workshop participation (e.g. Career Planning workshop) in the education screen because this is a job search activity which is not included as education.

R10.02.03
Add or update the Employment Screen.  Enter the relevant employer information in the unregistered drop-down choice.  Enter the pre-intervention wage information.

R10.02.04
Add or update the Service Plan as per instructions for the Mobius User Guide.  Status should be “active”.

R10.02.05
Add or update the Service Agreement as per instructions from the Mobius User Guide.  Status should be “accepted”.

R10.02.06
Enter Follow-Up Plan Items for 90 days as per instructions from the Mobius User Guide

R10.03
If employed post-intervention, enter new employment record ensuring wage information is captured on a new Employment Screen.  Close out the Follow-Up Plan Items for 90 days as complete or incomplete once the follow-up has taken place. 

Business rules/criteria/standards

An individual must demonstrate that he/she has a diagnosed and documented disability which is a barrier to training and/or employment.
