Change in Circumstances

E05. Change in Circumstances (CIC) - General

After a learner’s income support application has been assessed, their circumstances may change in a way that affects their benefits calculation. Learners can notify the Learner Income Support Office (LISO) of changes by completing and submitting a Change in Circumstances form. Changes can also be triggered as a result of a post-verification review or an audit. New evidence may also be provided by the Training Provider when a learner is a no show for training or withdraws before completion.

When LISO receives a Change in Circumstances form, they create/apply the new evidence in Mobius which results in an automatic reassessment of the learner’s benefits calculation. The reassessment can result in an overpayment, underpayment or no change in the learner’s benefits.

Description

The following outlines the process to enter new evidence when a Change in Circumstances form is submitted by the learner. This process does not include Repayable Benefits (see E06) or Director’s Approval Evidence.

Pre-condition(s)
Learner has an active Income Support application.

Trigger
Learner submits a Change in Circumstances form to LISO.

Searches for registration.

If individual is not registered, registers.

Enters received date.

Sends MS Word Blank Template for Learner correspondence advising individual that CIC cannot be processed and sends the CIC to filing.

If individual is registered, searches for an active income support application.

E05.01.02(a)
If there is no active income support application sends MS Word Blank Template for Learner correspondence advising individual that CIC cannot be processed.

E05.01.02(b)
If there is an active income support application and CIC includes new banking information, enters into Mobius (see F01).

E05.01.03
If there is an active income support application and there is other new information, but there is no new banking information, hands off to Learner Benefit Coordinator.

Verifies/updates basic registration information.

Validates banking information if applicable (see F01).

If appropriate, sends RFI.

BF’s for 60 days to follow up.

If requested information is received within 60 days, updates other registration information including household members and creating relationships if applicable.

Updates Integrated Case to include all appropriate members including case members, if applicable.

Updates Household Member Evidence if applicable.

Enters/modifies/applies the remainder of evidence.

If no response is received within 60 days, or if no Request for Information (RFI) was sent, continues with next step.

Activates Learner Income Support and Training Benefit Product Delivery Case.

Manually reassesses Learner Income Support and Training Benefit Product Delivery Case.

E05.11
Manually generates Funding Decision (FD) correspondence.

Note
There is a Funeral Benefits evidence screen within Mobius, however we will continue with the existing process for applying for Funeral Benefits. The learner contacts a Human Services office or the 24 hour emergency line to request.

When the spouse or dependant of a learner is no longer a household member, an end date should be entered for the case member on the learner’s Integrated Case.
