Eligibility Determination and Benefits Calculation

Evidence

E01. Entering Evidence and Application Processing - Full-Time Non-EI/EI

Description

Entering evidence and processing an application in Mobius for Full-Time Non-EI and EI learners.

Pre-condition(s)

Individual is registered, has an Integrated Case, has had an Employability Assessment (including completed Education and Employment screens) if applicable and has a Service Plan that includes a program referral. If appropriate, the Employment Insurance (EI) verification process and training program information has been completed on the EI Status screen.

Trigger

Learner Income Support funding application and Training Provider Information form is received.

LISO or Authorized Official
  • Create/apply Household Member Evidence (for learner only)
  • Create/apply Client Funding Type Evidence
  • Create/apply Training Benefit Evidence (and Training Benefit Cost Adjustment Evidence, if appropriate).

LISO 

  • If applicable, ensure there is an “RWA” plan item with the Outcome “Attained”. 
  • If applicable, sends the individual a correspondence MS Word Blank Template advising that their application cannot be processed because it was not recommended by an HS Authorized Official.
  • If there is a program referral, but status is waitlisted, hold until direction is received.
  • If applicable validate banking information (see F01)
  • Verify Employment Insurance (EI) Status, and if applicable enter the actual EI or estimate amount as Income evidence.
  • Confirm or create/apply Client Funding Type evidence.
  • Create/apply remainder of evidence.
  • Manually determine if documentation is missing that would result in a rejection due to failure of eligibility rules and send Request for Information (RFI) correspondence to the individual requesting the missing information.
  • Once all required information is entered, create/activate Learner Eligibility Determination Case.

Mobius

Run eligibility rules.

LISO

  • If the eligibility rules fail, determine if RFI or manual Funding Decision (FD) should be sent.
  • Once the eligibility rules pass, create the Learner Income Support and Training Benefit Product Delivery Case (PDC). 
  • Search for Liability Case. If a Liability Case exists and less than 90 days will have passed from the end date of last training session to start date of new training session, set up debt recovery amounts (see F13).
  • Activate the Learner Income Support and Training Benefit PDC.
  • If learner is not eligible for certain benefits due to missing documentation, but this information would not be included in the FD, manually generate a correspondence MS Word Blank Template advising the learner.
  • Manually generate FD.
  • If Client Funding Type needs to be changed from Non-EI to EI, ensure LISO completes the Training Provider Information on the Employment Insurance Status Screen, if applicable.
  • LISO verifies that no Client Funding Type Evidence is attached to multiple referrals for different program codes.

Some benefits cannot be entered without selecting “Documentation Included” or “Benefit Has Not Been Issued Before”. Therefore it would not be included in the FD correspondence to let the learner know that they were not given this benefit even though they had asked for it. In these cases, the LBC would continue with the process (e.g. run the PDC and send FD) and manually generate an MS Word Blank Template informing the learner that the learner’s benefit was not considered despite his/her request due to missing documentation or that benefit has been issued before. Following is a list of the relevant benefits:

  • Handicap benefit 
  • NCBS Replacement benefit 
  • NCBS Temporary Replacement benefit 
  • Funeral benefit 
  • Emergency Allowance benefit 
  • Employment Training and Transition Supports 
  • Natal and Adoptive Needs 
  • Utility Connection

Business Rules/Criteria/Standards

Authorized Officials

Basic Registration information includes the field on the Person Home page only, and not the navigation links.

Authorized Officials can only create/apply the following types of evidence:

  • Household Member 
  • Client Funding Type 
  • Training Benefit 
  • Training Benefit Cost Adjustment

HS Authorized Officials cannot modify (update) or delete (remove) evidence once it has been applied. If an error is detected after evidence has been applied, the Authorized Official sends a task to the “LISO Modify Evidence” work queue.

When a learner has referrals for more than one program code on the application form, each referral must be attached to a separate Client Funding Type Evidence.

Household Member and Client Funding Type Evidence have to be applied before Training Benefit Evidence can be created/applied.

The start date of evidence will usually be the training start date except for Household Member Evidence. The start date should be the date that the evidence is being created, unless the training start date has passed, in which case the training start date should be used as the evidence start date. The end date should be left blank. Start/end dates for most of the other evidence should match the training start/end dates, with the exceptions of Core Shelter, Immigration Status and Aboriginal Details where the end date can be left blank.

When you “apply” evidence, its status becomes “activated”.

LISO

A Training Plan Item only needs to have a Program Referral to match the relevant approved training period (e.g. the dates on the learner application, if applying). When a referral is made, the referral information is pre-populated into the Training Benefit Evidence screen from the Programs and Services Catalogue.

Each referral requires its own Training Benefit Evidence to match the start/end dates of the referral. However, only one Client Funding Type Evidence screen is required using the period covered by the referrals, unless there are multiple referrals for different program codes. If appropriate, a single referral could be used to cover the entire training period (e.g. choose program dates of September 4-June 30 rather than multiple sessions September 4-January 30 and February 2-June 30).
