Description

The following describes the processes associated with Feepayer plan items outside of Eligibility Determination and Benefits Calculation (EDBC) documentation.

Details

Pre-condition(s)

Applicant is registered in Mobius, has a Preliminary EI/Non-EI Profile indicating an active Regular EI claim, and has been accepted into full-time approved or recognized training program.

Trigger

Individual has completed the Feepayer application and is requesting to continue to receive EI benefits while attending a full time approved or recognized program, at their own expense.

HS Authorized Official
  • Completes Service Needs Determination (SND), employment history and education screen in Mobius.
  • Requests EI verification by sending a task to the Common Service Delivery EI Verification Work Queue from the Person Home Page. The User will indicate in the Comments field in the Task form that an EI Verification is being requested.
  • Creates service plan and adds plan item “Feepayer Approval Req (I)”.

Human Services Staff

  • Log into LMDA-Access to confirm Employment Insurance Claim information. Enter EI Status screen in Mobius with claim information.
  • Complete additional (if one already exists) Service Needs Determination (SND), advising of Feepayer approval consideration, updates employment history, education screen and Preliminary EI/Non-EI Profile in Mobius.
  • Approves “Feepayer Approval Req (I)” plan item if added by external service manager, creates or adds to active service plan with the plan item “complete Nonfunded Prg (I)” and selects the appropriate Plan Item Category. The plan item start date is set to reflect the date of the request for consideration and the plan item end date is set to reflect the date the decision is made to recommend.
  • Enters information from the Feepayer Application form into Mobius.
  • Enters the Training Program Information Cluster on the EI Status Screen in Mobius.
  • Enters the name of the training program, provider and dates of the program in the Plan Item notes.
  • Closes the SND (if still in progress), Service plan item and the service plan, if there are no other activities to be completed. 
    Note
    Internal staff cannot close an SND created by an external user.
  • Provides the individual with a copy of the Instructions for Active EI Clients

Business Rules/Criteria/Standards

The Plan Item category selected describes the type of training program including Language Instruction for Newcomers (LINC), recognized union courses, self-funded tuition.

Single Self-Funded Tuition Training Intervention

Individuals authorized/referred to attend single tuition-based training interventions including “approved” training, at their own expense, are to be recorded using the “Complete Nonfunded Prg” plan item.

EI recipients must be referred by designated staff to be eligible to continue to collect regular EI benefits while attending full-time training. Individuals who request consideration for continued regular EI benefits to attend a single training intervention are documented in Mobius differently than individual seeking to attend multiple training interventions. Feepayer procedures are not to be used for EI recipients participating in multiple training interventions. An EI recipient whose Service Plan includes multiple training interventions must participate in an Employability Assessment and meet all eligibility criteria, required of an Alberta Works Learner, if they wish to be considered for income support and/or training benefits for a period or period(s) of training.

To report a break from training of 3 weeks or less (i.e. Christmas break), occurring between the program start and end date, an EI recipient will continue to report ‘yes’ to the training question. When asked for the number of hours attended, they are to indicate at least one hour of training in each week of the break period.

Active service management and outcome measures for an individual, not in receipt of Part II assistance, are not required.
