Client Sub-Type 18 Temporarily Unavailable for Work/Train: Family Responsibilities
Characteristics
Clients who have family care responsibilities of a temporary nature. This includes clients who:

- Are caring for a dependent child under 12 months old, or
- Are caring for a disabled member of the household unit who is on the client’s file, or
- Have been assessed as having unusual difficulty in coping with the competing demands of family and work, or
- Are single parents with dependent children, who have recently left an abusive relationship and who are experiencing emotional distress as a result, or
- Are involved with Children and Youth Services and must comply with that department’s case plan prior to being available for employment or full-time training.
Expectations
Clients must have an assessment completed within a reasonable period of being categorized as sub-type 18 considering factors such as: client circumstances, age of child, Children and Youth Services case plan, assessments, etc.
Substantiation
- Information containing the child’s name and birth date for clients who are caring for a dependent child under 12 months old.
- Medical documentation from the family member’s physician or nurse practitioner stating the disability/health problem and the need for full-time care for a disabled family member who is on the file.
- Individuals having unusual difficulty coping with the competing demands of family and work must have a completed detailed Employment Readiness Assessment (ERA), outlining the individuals’ current family responsibilities, with the recommendation of an ERA review to be completed every 3 months (workers must ensure a reminder is set up in Compass).
- In the case of a person leaving an abusive relationship, the verbal statement of the client or worker’s knowledge of the abuse, or only if in doubt, evidence such as a letter from another professional source (physician, nurse practitioner, women’s shelter, police).
- Clients who are unavailable for employment or training as a result of compliance with Children and Youth Services should submit a copy of the case plan to Community and Social Services.
