Learner Income Support Benefits

Non-Continuous Supplementary Benefits

Residential Addictions Treatment


Income Support, Training and Health Benefits Regulation, Schedule 4, Section 22
Full-Time Learners: Schedules 1, 2, 3 and 4 (Labour)
Full-Time Learners: Schedules 1, 2, 3 and 4 (Advanced Education)


To provide financial assistance to members of a learner household who are taking measures to overcome addiction.


The Government of Alberta will financially assist learners or other members of the learner household with room and board costs to attend an Alberta Health Services (AHS) operated or funded residential treatment program or a Minister approved residential treatment program for substance abuse or problem gambling.

Please refer to the eligible facilities Fact Sheet for a list of approved treatment facilities.

Core benefits (Core Shelter and/or Core Essential) are not reduced for the first month in which treatment begins.

If treatment continues into the next month, Core Shelter is issued for the primary residence, if any, and the Core Essential reduced by an amount equal to the particular client’s food allowance.

The non-emergency travel benefit can be provided to cover the costs to access addictions treatment.

This benefit is not available for the following services:

  • Pre and post addictions treatment,
  • Detoxification and shelter,
  • Day treatment,
  • Non-residential assessment/referral, or
  • Counselling.


Up to a maximum of $40 per day.


The learner must submit a Change in Circumstances form requesting the benefit.

The Learner Benefit Coordinator:

  1. Refers to the eligible facilities Fact Sheet to ensure the program is eligible to receive funds under Residential Addictions Treatment.
  2. Issues the appropriate Core Shelter, Core Essential and Residential Addictions Treatment benefits.


Written documentation from the residential addictions treatment program including:

  • type of treatment,
  • commencement date, and
  • length of stay.
