Temporary Child Supplement Allowance (NCBS Temporary Replacement) for Non-EI Learners

INTENT

To ensure all Non-Employment Insurance (Non-EI) learners are receiving the full Federal Child Benefit amount (maximum NCBS) portion of the Canada Child Benefit.

POLICY

The Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) is issued if:

  • The Non-EI learner has not filed their Income Tax return. The Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) is usually only issued once for learners not filing their Income Tax returns on time; or
  • There has been a change in family size (e.g., dependant added, birth of a child, family breakdown, reconciliation).

If it is determined that the Non-EI learner is not receiving full Federal Child Benefit amount (maximum NCBS)  based on a temporary reason, they need to be referred to Canada Revenue Agency (CRA) to address their situation (e.g., file their income tax return).

The Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) is issued monthly for either two or three months. The Non-EI learner’s situation must then be reviewed to determine on-going eligibility.

Repayment Agreement Required

The Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) is available on a repayment basis, when requested the second month after a child is born.

Repayment Agreement Not Required

A repayment agreement is not required in the first month a child is added to a Non-EI learner household.

A Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) is issued for the month when a child is born or added to the Non-EI learner household.

It is the Non-EI learner’s choice either to sign a repayment agreement and receive the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) or wait for the retroactive payment from CRA.

If the Non-EI learner chooses to receive the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit), the full amount must be repaid as soon as the retroactive NCBS payment is received from CRA.

  • The amount to be repaid is the lesser of the actual Federal Child Benefit amount (actual NCBS amount) received by the learner or the amount of the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit)that was issued to the household.

The Learner Income Support Office (LISO) determines whether a repayment agreement is required and must have a signed repayment agreement prior to issuing this benefit.

When a person notifies CRA of changes, the average processing time is 3 months.

Separated spouses must wait 90 days before they can apply for a change in their Canada Child Benefit and will require the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) for a longer period of time.

If a Non-EI learner owes funds to CRA, a Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit) must not be issued. The Non-EI learner must be sent a letter requesting that they contact CRA as soon as possible in order to renegotiate the amount CRA is deducting.

PROCEDURE

  1. The Non-EI learner contacts the Learner Income Support Office (LISO) to discuss the reasons why they are not receiving full Federal Child Benefit amount (maximum NCBS).
  2. If the Non-EI learner appears to be eligible for the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit)and requests the benefit, LISO verifies that the Non-EI learner is eligible on the CRA Web link for the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit).
  3. LISO sends an MS Word blank template letter, Change in Circumstances form and repayment agreement to the Non-EI learner for completion.
  4. Once the Non-EI learner has returned the Change in Circumstances form and repayment agreement to LISO, eligibility is reconfirmed and, if eligible, is issued the Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit).
