Child Supplement Allowance (NCBS Replacement Benefit) for Non-EI Learners

INTENT

Every July, households with dependants receive a Canada Child Benefit Notice of Determination from the Canada Revenue Agency (CRA). Non-EI learners who are not eligible to receive the full Federal Child Benefit amount (maximum NCBS) are eligible to receive the Child Supplement Allowance (NCBS Replacement benefit).

POLICY

Eligibility for the Child Supplement Allowance (NCBS Replacement Benefit)

The Child Supplement Allowance (NCBS Replacement Benefit) is issued if:

  • The Non-EI learner is not receiving the full Federal Child Benefit amount (maximum NCBS) due to no fault of their own.
  • The Non-EI learner household is deemed ineligible for the full Federal Child Benefit amount (maximum NCBS) due to immigration status.

Child Supplement Allowance (NCBS Replacement Benefit) is not issued if:

  • The Non-EI learner household has not processed a change of address or banking information with CRA.
Note
A change of address must be reported immediately to avoid a disruption in their Canada Child Benefit. A change of address may be phoned in; however, changes to direct deposit must be done in person.
  • The Non-EI learner household has a missing or misdirected Canada Child Benefit cheque.
  • The child is not in the Non-EI learner household on a full-time basis.
  • The Non-EI learner household has failed to or refuses to file an Income Tax return or provide updated information to the CRA.

Non-EI learner households that are not eligible to receive the Child Supplement Allowance (NCBS Replacement Benefit) may be eligible for a Temporary Child Supplement Allowance (NCBS Temporary Replacement Benefit).

PROCEDURE

  1. The Non-EI learner contacts the Learner Income Support Office (LISO)  to discuss the reasons why they are not receiving the full Federal Child Benefit amount (maximum NCBS).
  2. If the Non-EI learner appears not to be receiving the full Federal Child Benefit amount (maximum NCBS), LISO verifies their eligibility on the CRA Web link and, if the Non-EI learner is eligible, issues the Child Supplement Allowance (NCBS Replacement Benefit).
