Legislative authority for the Income Support (IS) Program for Expected to Work (ETW) and Barriers to Full Employment (BFE) applicants and recipients is derived from:

• Income and Employment Supports Act (IESA)
• Income Support, Training and Health Benefits Regulation (ISTHB Regulation)
• Recovery Regulation

In accordance with the Public Service Act, the Minister may appoint one or more Directors to administer the Act, IESA section 3(1).

The Director under IESA, ISTHB Regulation, and the Recovery Regulation responsible for IS payments for ETW, BFE and Learner clients is the Executive Director of Alberta Works Programs.

The Director under IESA responsible for health benefits is the Executive Director of Alberta Works Programs.

The Director under IESA responsible for Child Support Services (Part 5) is the Executive Director of Alberta Works Programs.

The Director(s) delegates authority to regional and frontline staff only as stated in this manual.

• Staff do not have the authority to contravene the policy in this manual.
• The Director has the authority to make exceptions to policy, but not contrary to the legislation.
• Appeal panels have authority equal to the Director.
  

Authority for Issuing Benefits

Authority for issuing benefits resides with the Career and Employment Consultant (CEC) or the Support and Financial Services Coordinator (SFSC) or equivalent unless otherwise stated.

If a CEC or SFSC is unsure of how to apply policy, or requires clarification of policy in order to make an appropriate decision, they are to approach their supervisor for clarification. If further clarification is required, the supervisor may contact the Regional Income Support Specialist.
