Child Care

MO-2018-21 - Personal Benefit Rates and Frequencies

INTENT

To assist clients with the costs of obtaining child care for their dependent child.

POLICY

In order to receive a personal benefit, the eligibility criteria as outlined in the Personal Benefits section must be met.

AISH provides a child care benefit to assist clients with the costs of child care for their dependent children. The child care benefit provides the costs of subsidized child care in a daycare or licensed family day home. If subsidized child care is not available or appropriate, the cost of private child care is provided.

The child care benefit may be provided for a dependent child under 12 years old. The benefit may also be provided for a dependent child who is over 12 years old and requires child care because of their special needs or medical condition.

A child care benefit may be provided when there is no adult member of the household to care for the dependent child due to:

  • Employment;
  • Involvement with an employment or training program;
  • Involvement with a structured program;
  • A medical condition;
  • Attendance at an approved addictions treatment program;
  • A physician or a psychologist has determined that it is in the best interests of the child; or
  • Situations where it is unreasonable for the dependent child to accompany the client, and no other adult family member is available to provide child care.


Substantiation
To substantiate the need for child care:

  • The client’s or cohabiting partner’s pay stubs to confirm employment.
  • A letter from a physician, psychiatrist, or psychologist, that child care is required because of the adult’s health or the provision of child care is in the best interest of the child.

To substantiate the child care costs:

  • The first month the client provides a babysitting receipt that identifies the name of the babysitter, signature, number of hours and rate charged. Clients do not need to continue to provide a monthly statement as long as the situation remains the same.
  • Any changes to the situation are reported including: the need for babysitter, significant changes in hours, rates, or the person providing the care.   


AISH Workers may request additional documentation if the AISH Worker deems it necessary.

Rates
Child care hours must not exceed the hours of activity plus travel time.

  • Day Care or Licensed Family Day Home Rate
    • The parent portion of the subsidized daycare rate for each dependent child; and
    • The cost of required daycare deposits or application fees.
  • Private Child Care Rate
    Actual child care cost up to:
    • $7.00 per hour for the first dependent child, plus
    • $4.00 per hour for each additional dependent child up to a maximum of $13.00 per hour.
