R13. Exposure Courses - LMTA UPDATE

Responsibilities
The Exposure Course(s) process is to be performed by an authorized official or product provider based on contract.

Purpose
Exposure course is considered a Job Search Assistance service provided to all eligible Canadians, including those who may be in receipt of Income Support and/or Employment Insurance (EI) benefits. The purpose of Exposure Course (EC) funding is to provide short-term specific course(s) to directly augment an individual’s job-related skill(s) or to quickly close a skills gap required to obtain employment. EC funding is not used to provide or lead to further training nor to change occupations. It is expected that EC funding must lead directly to employment, in that the individual finds and maintains employment shortly after completing the course(s). 

Pre-conditions
The individual has an Assessment and an active Service Plan.

Trigger
Initiate the EC process when an individual is requesting EC funding.

Process

  1. Enter Plan Item “Consider Exposure Course”
    1. Plan Item: Consider Exposure Course
      1. Note 1: One Plan Item should be entered for each EC.
      2. Note 2: Check Exposure Course funding in Mobius in the last 12-month period. Explain the maximum funding limit ($2,500 per a 12-month period) in the policy. To check, find the EC Plan Item on the tracking Gantt tab found on the Service Plan Home Page and determine the amount of funding already issued. If maximum funding is reached for the current year, request for funding will not be approved and process stops here.
    2. Plan Item Category: n/a
    3. Enter the Expected Start Date and End Date:
      1. Expected Start Date is the date when the request for funding is made.
      2. Expected End Date is the date when a decision (i.e. Approved, Not Approved or Incomplete) is made.
    4. Select “Eligibility Determined” as the Expected Outcome. Save.
    5. DO NOT enter the Estimated Cost
      Note: DO NOT enter costs under “Consider Exposure Course” to avoid double costing. The Estimated and Actual Costs will be entered under the Plan Item “Attend Exposure Course”.
  2. Edit Plan Item “Consider Exposure Course” (see Edit Plan Item in Mobius User Guide):
    1. Enter the Actual Start Date is the date when the request for funding is made.
    2. Enter the Actual End Date is the date when a decision (i.e. Approved, Not Approved or Incomplete) is made.  
    3. DO NOT enter the Actual Cost.
    4. Select “Approved” from the dropdown list for Outcome (see Approve a Plan Item in Mobius User Guide) if the Plan Item is approved and Save. OR
    5. Select “Not Approved” if the Plan Item is not approved. Document the rationale in the Notes section. Save. Process stops here. Advise the individual of their right to request a review of the decision. Follow office procedures to provide information to the individual about the review process and contact details. OR
    6. Select “Incomplete” if a decision could not be reached (i.e. insufficient information, no follow through by the individual, etc.). Document the rationale in the Notes section. Save. Process stops here.
    7. Close the Plan Item.
  3. Enter Plan Item “Attend Exposure Course”
    1. Plan Item: Attend Exposure Course
      1. Note: One Plan Item should be entered for each EC.
    2. Plan Item Category: n/a
    3. Enter the Expected Start Date and End Date:
      1. Expected Start Date is the start date of the course.
      2. Expected End Date is the end date of the course.
      3. Select “LMTA Activity” as the Expected Outcome
      4. Enter the Estimated Cost (estimated cost must be entered before approving the Plan Item, otherwise user cannot enter the actual cost after the Plan Item has been approved). Save.
  4. Individuals in Receipt of Employment Insurance (EI) Benefits
    1. Review with the individual “How to Complete EI Reports” (see Tools and Resources – Employment and Training Programs) if the individual is an EI recipient. Inform the individual that any earnings received while in training must be declared on the EI report cards.
  5. WCB Acknowledgement
    1. Have the individual sign the WCB Acknowledgement section of the signature page, which is an addendum to the TESR form. The individual’s signature is required to participate in an exposure course. A signature is required for each EC plan item.
  6. Generate Exposure Course Approval Letter (standard) for the individual to sign (see Correspondence Business Process and Correspondence in Mobius User Guide).
  7. File Management - EC Completion
    1. Edit Plan Item “Attend Exposure Course” (see Edit Plan Item in Mobius User Guide):
      1. Enter the Actual Start Date, which is the date the individual attends the course. Save.
      2. Enter the Actual End Date, which is the date the individual completes the course. 
      3. Enter the Actual Cost after the Exposure Course has been completed. Ensure the Estimated and Actual costs are entered in Mobius before closing the Plan Item.
      4. Select “Complete” from dropdown list for Outcome if the course has been completed. Save. OR
      5. Select “Incomplete” if the course has not been completed. Save. Document the rationale in the Notes section.
      6. Enter Notes on Service Plan Home Page. Notes may include information about course completion, payment of invoice, employment status, etc.
        Note: Exposure Course is not defined as a formal education so the Education screen does not require updating to account for course completion.
    2. Close the Plan Item.
      1. Note: (Optional) May create a task as a reminder for follow-up after the course is completed.
  8. 90-Day Follow-up (see Performance Measures Policy)
    1. Contact the individual for a follow-up to ensure accountability of this service and the intended outcomes are achieved.
    2. Add Plan Item “Conduct Follow-up” and Category “90” days:
      1. Enter the Expected Start Date, which is 90 days following completion of the last exposure course.
      2. Enter the Expected End Date, which is the date follow-up is/is to be completed. Save.
    3. Edit Plan Item “Conduct Follow-up”:
      1. Enter the Actual Start Date, which is the date when contact actually starts.
      2. Enter the Actual End Date, which is the date when contact with the individual is made and follow-up is completed, or when contact has ended/discontinued after reasonable efforts have been made to complete the follow-up.
        Note: Follow-up is to be conducted at around the 90-day mark following the last exposure course completed. For example, if follow-up is scheduled for the last exposure course (plan item 1) but the individual attends another exposure course (plan item 2) within 90 days, then the Follow-up Plan Item would need to be updated/revised to reflect the 90 days from the new “last” exposure course (plan item 2).
    4. The last person to approve an exposure course can be RESPONSIBLE FOR UPDATING/REVISING the “Follow-up” Plan Item and CONDUCTING FOLLOW-UP if that is the last exposure course completed:
      1. Go to Edit Plan Item “Conduct Follow-up” and CHANGE the Expected Start and End Dates to reflect the new expected dates for follow-up after the new “last” exposure course is completed.  
    5. Close the Plan Item “Conduct Follow-up” as “Complete” once contact is made and follow-up is completed. Select “Incomplete” if contact with the individual has ended/discontinued and follow-up is not completed.
    6. Enter in the Notes section of the Service Plan Home Page the specific information about the results of the contact with the individual.
    7. After the follow-up, update the Employment screen and any other relevant demographic/administrative data as appropriate. 
  9. Monitoring
    1. Monitor and ensure the proper closing of all Plan Items:
      1. Ensure all LMTA required data is entered in Mobius.
