Non-EI and EI
Mobius depends on “Evidence” to determine eligibility and calculate benefits. Evidence screens capture data required for EDBC that’s not already housed in other areas of the system. Individuals applying for Income Support for Learners (Non-EI or EI) or the Part-Time Skills Investment Bursary have to be recommended for training by an Authorized Official (Human Services, contracted assessment centre, or AFA Provider staff). The Authorized Official ensures the learner has a Registration and an Integrated Case. The Authorized Official completes an appropriate assessment as per policy, and a Service Plan including a Plan Item with a referral to a Provider from the Programs and Services Catalogue. An Employability Assessment must be completed for full-time studies. A Service Needs Determination Assessment (SND) must be completed for a Part-Time Skills Investment Bursary. The Authorized Official enters and applies a minimum of three evidence screens (and possibly four).

The learner’s funding application can then be submitted to the Learner Income Support Office (LISO) for processing where the remainder of the evidence will be entered and activated so that eligibility can be determined and benefits calculated.
Upon receipt of the application, LISO reviews and updates the individual’s registration information (which can include registering spouse/dependant(s), creating relationships and entering banking information). Basic evidence is required to be captured in the system before the benefit-specific evidence is entered. Basic evidence includes the following:
- Household Members (enters members other than learner)
- Children Living Arrangements
- Aboriginal Status
- Immigration Details
- Declarations
- Income
- Assets
Once the basic evidence has been entered, benefit-specific evidence (Core, Continuous, Non-Continuous and Manual Liability) can be entered. When all the evidence has been entered and activated, Mobius determines eligibility and calculates benefits.
Evidence
Authorized Officials are responsible for entering Evidence for individuals in any training (even if they are not applying for learner funding), with the exception of Workplace Training and Temporary Employment Training.
