EI Verification Process

I03. EI Status Screen - Review Results (LISO/External Service Provider and Internal Authorized Official) ***remains for historical viewing***

Description

A review of the results captured in the Mobius EI Status screen, which has been entered based on the information obtained from Service Canada will inform the next step of the business process or provide further information regarding eligibility and the appropriate Client Funding Type category.

For information matching the following results in the Details section – A referral to training may not be made when the following result appears:

I03.01(e)
For learners who have worked in insurable employment in the 52 weeks prior to seeking approval to attend funded training, an application for EI must be completed. Refer these individuals, as early as possible in the process, to Service Canada to apply for EI benefits.

Internal/External User will continue to verify the EI Claim status (once/week for up to 8 weeks) until eligibility has been determined for the new EI claim application

I03.03
Upon finalization, an External Service Provider sends a task to LISO Admin Clerk Work Queue to inform staff of the updated Employment Insurance Status. Include in the subject line the name of the school/EI status finalized/Learner last name. This task will signal LISO to begin processing the Learner Income Support application.

LISO Admin Clerk Work Queue staff reserves and completes/closes task and commences Learner Income Support application process

I03.05
If new active regular EI claim has been established – User proceeds to I04 Exchange of Information

Note
Individuals in receipt of employment insurance Special Benefits must not be recommended for full-time training. If the condition for which they were receiving benefits no longer exists, they may chose to contact Service Canada and request consideration for regular EI benefits because they are unemployed, available and plan to actively seek and accept employment. Individuals who establish a claim for Special Benefits are not considered to be ready, willing and able while they are in receipt of this benefit type. These individuals are likely to be job attached/on leave and are expected to return to their previous employment.

Claim Type Reason
The presence of one or more “Claim Type Reason” may be an indicator that regular payments from Service Canada may or may not be possible. These details may be of particular relevance when discussing Learner Income Support or Feepayer eligibility.

The federal government is responsible for the administration of employment insurance benefits. Service Canada will make a determination whether EI benefits will be paid when they are notified that a participant will be attending full-time training approved by a designated authority.

Manual Pay
Manual processing of claims may result in irregular payments.
Disqualified
A disqualification precludes the payment of benefits.  For a claim that indicates that the individual has been disqualified from receiving benefits, and the message indicates that the disqualification cannot be suspended, then they are not eligible for Part l benefits.

Disentitled
Generally a disentitlement is a period of time for which no benefits are paid.  As long as the condition remains unchanged or continues to exist, Part l benefits will not be issued.  However when Service Canada is notified that the individual has been authorized to attend training under Section 25 of the EI Act, the disentitlement preventing payment will be removed for the period of training resulting in the payment of Part l benefits.  Some disentitlements render a claim ineligible for payment and others may be suspended while an individual is participating in full-time training, when approved to attend by a designated authority.
