Child Supplement Allowance

Policy

Legislative references below may require updates as of January 1, 2019 in accordance with the passing of An Act to Combat Poverty and Fight for Albertans with Disabilities. The updates will be complete by March 31, 2019.

POLICY
The Child Supplement Allowance is issued during the period between August of one year and July of the next year to eligible IS program applicants or recipients with children:
  • Who do not qualify for the Canada Child Benefit, or
  • Who qualify for a monthly Canada Child Benefit payment that is less than $205 per dependent child.

Note
Income Support households who receive monthly Canada Child Benefit payments that are greater than $205 per dependent child, do not qualify for the Child Supplement Allowance.
 
The Canada Revenue Agency reassesses Canada Child Benefit eligibility in July of each calendar year. In August, Career and Employment Consultants determine Child Supplement Allowance eligibility for a new group of IS applicants whose Canada Child Benefit entitlement is reassessed each July.
 
Calculating the Child Supplement Allowance Amount
The monthly Child Supplement Allowance amount is determined as:
  • $205 per dependent child, where the household unit is not receiving the Canada Child Benefit, or
  • The difference between $205 per dependent child and the actual Canada Child Benefit amount that the household receives for each dependent child.
  • Issues the difference under Need Code 1738 Child Supplement Allowance.

Example 1
A family with one child that is not eligible for the Canada Child Benefit ($0 monthly entitlement) qualifies for a Child Supplement Allowance that is equal to $205 per month ($205 benefit maximum less $0 received).
 
Example 2
A family with two children, that is receiving $260 in monthly Canada Child Benefit payments, qualifies for a Child Supplement Allowance that is equal to $150 per month ($410 benefit maximum less $260 received).
 
Example 3
A family with three children, that is receiving $775 in monthly Canada Child Benefit payments, does not qualify for the Child Supplement Allowance ($615 benefit maximum less $775 received = $0).
 
Example 4
A family with five children, that is receiving $890 in monthly Canada Child Benefit payments, qualifies for a Child Supplement Allowance that is equal to $135 per month ($1,025 benefit maximum less $890 received).

Child Supplement Allowance Eligibility Criteria
Income Support Workers may provide the Child Supplement Allowance to eligible households whose monthly Canada Child Benefit payment is less than $205 per dependent child, in the following circumstances only.
 
 Circumstances for Issuing the Child Supplement Allowance  Maximum   Duration
 A household has an overpayment with the Canada Revenue Agency (CRA)  1 month
 A household has not filed their income tax and benefit return for the previous year  1 month
 A newborn child is added to the family unit  Up to 3 months
 A child is added to the family unit (e.g., child returns from foster care, etc.)  Up to 3 months
 Persons in a marital separation/relationship breakup must wait 90 days to inform the CRA  3 months
 Refugee Claimants must meet an 18-month residency requirement  Up to 18 months
 Families whose prior year’s income exceeds Canada Child Benefit qualifying thresholds  Up to 12 months

 

Note
In all circumstances listed above, the Child Supplement Allowance is issued without repayment required.
 
Depending on which of the following scenarios occurs first, IS households may be eligible to receive the Child Supplement Allowance until:
  • They qualify for monthly Canada Child benefits of $205 per dependent child (or more); or
  • They reach the maximum duration for receiving the Child Supplement Allowance, in accordance with IS program eligibility criteria for receiving this benefit; or
  • They no longer qualify for IS benefits and their program file closes, or
  • They reach the following July benefit period (whichever of the above scenarios occurs first).

If there is a change in family composition such as an addition of a dependent child to the household unit, substantiation is required, including:
  • A copy of the applicant’s Canada Revenue Agency Notice of Determination, verifying the household’s Canada Child Benefit entitlement for the current benefit period; or
  • A print-out from the applicant’s personal, on-line account with the Canada Revenue Agency; or
  • Substantiation from the Help Desk via the completed Canada Child Benefit Verification form.
