Financial Benefits Decision

Partial Financial Eligibility

AISH Recipients as Learners

AUTHORITY

Income Support, Training and Health Benefits Regulation, sections 35 and 55

INTENT

Assured Income for the Severely Handicapped (AISH) recipients are encouraged to voluntarily explore and pursue their employment potential within the limitations of their impairment. Spouses of AISH recipients are encouraged to pursue employment potential.

POLICY

Under legislation, a household where a member is in receipt of AISH, cannot also receive income support as a learner. A choice must be made between continuing to receive their AISH income and applying for Learner benefit Income Support.

  • Eligible AISH recipients who choose to remain on AISH, while attending an approved program, will receive funding for tuition, student association fees, mandatory fees, and books only.  They are not required to undergo further income and asset testing.
  • AISH recipients who choose to receive Learner Income Support will be assessed against the Learner income and asset criteria in order to determine full financial eligibility.

AISH recipients indicate their choice on their Learner Income Support Application for Full-Time Study.

Note
It is important, before signing the application for full time study that the individual(s) have discussed their options with their AISH worker.

PROCEDURE

If an individual intends to pursue training and:

  • is an AISH recipient, or
  • is the spouse/partner of an AISH recipient

Learner Income Support Application (Full-Time Study) must be completed.

The application must indicate a decision:

  • for the household to remain on AISH and receive funding for tuition, student association fees, mandatory fees, and books and supplies through the Government of Alberta, or

  • for the household to receive monthly income support as a learner instead of receiving AISH.

If the decision is to receive monthly income support, the AISH file is closed.
