Continuous Supplementary Benefits (General Policies)

Overview of Continuous Supplementary Benefits

Income Support, Training and Health Benefits Regulation, Schedule 2 (5)

INTENT

Learners and their households may have additional needs not covered by core benefits. Continuous supplementary benefits are issued to allow the household unit to meet these needs.

POLICY

Continuous supplementary benefits:

  • are issued if there is an appropriate benefit available
  • must be substantiated and/or verified as required by policy
  • are issued when necessary at rates prescribed in regulation and policy.

Reimbursement for Expenses Not Authorized in Advance

A continuous supplementary benefit that was not authorized in advance may be issued as a reimbursement when the expense was incurred:

  • in an emergency situation, and
  • within training program dates, and
  • within the last six months.

A Change in Circumstances form for Learners must be received, including required documentation within the training program dates.

PROCEDURE

Eligibility for continuous supplementary benefits is determined when an individual submits an EMP 5569 Learner Income Support Application (Full Time Study) or a Change in Circumstances for Learners (Full Time Study) for Learners with the appropriate schedule.

Substantiation

The written statement and signatures of the individual and the spouse/partner on the EMP 5569 Learner Income Support Application (Full Time Study) or Change in Circumstances for Learners (Full Time Study) form for Learners may be considered as substantiation of need. Additional documentation requirements, if any, are identified for the applicable continuous supplementary benefit.
