14 Assignment of Benefits

Subsequent AOB Requests

A subsequent request needs to be completed if the client still has not received Employment Insurance benefits and requires another month of Income Support benefits. The subsequent request will advise EI that more money has been issued to the client and should be added to the AOB balance. Blank INS 3113 Assignment of Benefit forms cannot be signed in advance. Clients must come into the office and sign a completed INS 3113 form in the presence of a worker.


If a subsequent request is made, the worker follows the same procedure but must also:

  • Requests the designated user to do a WebAOBLink inquiry.
  • Reviews the client’s EI status.
  • If there is a change in the MLA from the previous month the worker must hold the subsequent request until the first AOB clears. The worker determines if the previous AOB has cleared through a WebAOBLink query.


Check off the “Subsequent Request” block in the upper right-hand corner of the form. Checking this box will ensure that any previous AOBs are processed prior to this one. The MLA amount must be provided on the subsequent form even if it has not changed. The effective date must be the same date as the start week. If there is a gap in the weeks covered by the original assignment and the subsequent assignment, Employment and Social Development Canada will hold the new assignment until the original assignment has been completely recovered.
