Community and Social Services Employees

INTENT

To protect the privacy of an employee and their immediate family members, close friends, or persons living with them.

POLICY

When employees, their immediate family members and persons living with the employees, have active Income Support (IS) files or apply for IS the following policy applies:

Within Calgary and Edmonton city limits:

  • IS employees, their immediate family members and persons living with an employee, who have an active file, or are applying, must apply for assistance at a service centre other than the centre at which they are employed.
  • Under no circumstances may benefits (one time or on-going) be administered through the employee’s Service Centre.


Outside Calgary or Edmonton city limits:

  • Service centres can administer benefits to an IS employee, his or her immediate family member, or persons living with the employee who have an active file, or are applying, at the employee’s Service Centre if an alternate service centre cannot reasonably be accessed.
  • A Community and Social Services employee related to the applicant cannot be involved in any aspect of determining eligibility, administering benefits or file maintenance.


An employee who has a closed file may request restricted access on CCD, by contacting the supervisor.

PROCEDURES

  1. Applications for assistance must be taken by a supervisor or higher authority within the service centre.
  2. Initial benefits must be approved by the Service Delivery Manager and recorded on EMP 1086 Approval Log. Changes in circumstances that significantly impact the IS benefit level must be reviewed by the Service Delivery Manager and recorded on the EMP 1086 Approval Log.
  3. Although it is preferred that the supervisor maintain responsibility for administration of on-going benefits, the Service Delivery Manager can delegate this to the worker.
  4. The supervisor must establish restricted access to the file on both the LISA system and CCD and make sure the paper file is filed for restricted access.
