Victims of Human Trafficking

AUTHORITY

Income and Employment Supports Act, Part 2, Division 1

INTENT

To ensure Foreign Nationals deemed Victims of Human Trafficking receive financial support when appropriate.

POLICY 

Foreign Nationals with a Temporary resident permit (TRP) issued under the Immigration and Refugee Protection Act (Canada) and who are recognized as Victims of Human Trafficking by Citizenship and Immigration Canada (CIC) are eligible to receive income support up to the duration of their TRP, including any extension granted by CIC.

Community and Social Services must have confirmation that the person has a Temporary Resident Permit and is designated by CIC to be a Victim of Human Trafficking prior to issuing Income Support (IS) benefits.  Benefits can only be issued for the time period the TRP is valid.

Foreign Nationals with a TRP and who are recognized as a Victim of Human Trafficking are eligible for Health Benefits under the Alberta Works program if they are not receiving health-care benefits under the Interim Federal Health Program.

PROCEDURE

  1. The worker must verify the person's immigration status (Status Other Than Family Class). 
  2. Once confirmation is received from CIC that the individual is recognized as a Victim of Human Trafficking, the worker assesses the individual for IS eligibility.
  3. If eligible, the worker issues the appropriate IS benefits and a Task is entered into Mobius for appropriate file review when the TRP is to expire.

When the Head of Household (HH) is a victim of human trafficking and their health-care benefits are not covered by the federal government, the worker records the following codes in LISA:

  • The Medical Coverage (Med Cov) is ‘Y’.  The Med Cov is coded individually for each member of the household unit,
  • The AHCIP Status data field is coded ‘1’,
  • The Med Code is ‘6’.
