08 Supplementary Benefits

15 Director Approval

AUTHORITY
Income and Employment Supports Act, section 5(1)(b)
Income Support, Training and Health Benefits (ISTHB) Regulation, section 1(2)(g); Schedule 4, section 28


INTENT

To be able to provide a benefit that is not addressed or fully addressed in the regulation or policy for the health and well being, or the move towards independence of the applicant, recipient or a member of the household unit.

POLICY

Conditions for Director Approval

  • The need is not fully addressed in Regulations and
  • The need is not fully covered by policy and
  • The need is considered essential to the health, well-being or the move towards independence of the applicant, recipient or member of the household unit and
  • All non-departmental appeal avenues have been exhausted and
  • There are no other resources and
  • The least cost alternative is used.

Note
This section does not apply to the authority of the Executive Director of Alberta Works Programs for health benefits issued under Part 3 of the ISTHB Regulation, and for Special Diets (ISTHB Schedule 4, Section 21). To determine whether a benefit is a Health Benefit, or where authority comes from to make a specific decision, refer to the Authority Chart.

These benefits are provided under the authority of the Minister and Appeal Panels have no authority to rule with respect to benefits issued under the authority of the Minister.

Authority

Area Manager or Regional Director

If the Area Manager is not available, approval must be received from the Regional Director or another Area Manager. This authority cannot be sub-delegated to a designate.

Rate

Least cost alternative, no upper limits

Substantiation

Workers may ask for substantiation, from a reliable source, outlining:

  • Specific need and reason and
  • Duration of the need.

PROCEDURES

  1. When a client requests a benefit which may be provided under this policy, the worker records the necessary information in Mobius Notes including.
    • Requested Benefit (including how the request conforms to conditions outlined in policy)
    • Rationale for Request (including what other options client has pursued)
    • Amount of Benefit

  2. The Director Approval Request is forwarded to the Area Manager or Regional Director for review.


    Note

    Offices may require the worker to consult with the Supervisor and/or Site Manager before the request is forwarded to the Area Manager or Regional Director.

    The Regional IS Specialist may be consulted when required.

  3. The Area Manager or Regional Director reviews the Director Approval Request. Their decision to approve or deny the request, along with the reason for their decision is recorded in Mobius Notes.
