For the purpose of section 10(a) of the Act, a person who is not receiving income support and benefits is financially eligible for a part time training benefit if

1. the person is the recipient of a benefit under the Assured Income for the Severely Handicapped Act, or

2. the household unit’s
   1. income does not exceed the maximum qualifying income level determined by the Minister,

   2. Registered Retirement Savings Plans holdings do not exceed an amount as determined by the Minister, and

   3. liquid assets do not exceed an amount as determined by the Minister.
