The Minister may establish one or more appeal panels to hear appeals from decisions referred to in section 43(1) and to hear applications under section 17(2).
The Minister may with respect to an appeal panel established under subsection (1)
appoint or provide for the appointment of its members for terms prescribed by the regulations,
designate a chair,
authorize, fix and provide for the payment of remuneration and expenses to its members, and
prescribe the number of members of the appeal panel that constitutes a quorum.
