No action or other proceeding in damages shall be instituted against the Government, an officer or employee of the Government or anyone acting under the authority of an officer or employee of the Government for any act done in good faith in the execution or intended execution of a power or duty under this Part or for any alleged neglect or default in the execution in good faith of any power or duty under this Part.
