Obligations & Expectations

Training and Service Providers

Early Completion

AUTHORITY

Income and Employment Supports Act, Section 21
Training Provider Regulation, Section 5(1) (h)

INTENT

The Government of Alberta expects training providers to accept learners into the appropriate level and length of training.

POLICY

Training program session dates are approved for a specific length of time based on program approval criteria and information provided by the training provider.

The Government of Alberta recognizes there may be instances when training providers have learners who successfully complete a training session prior to the expected end date.

A learner will be considered an Early Completer only if the individual successfully completes all requirements of the training session as identified in the program approval.

If a learner leaves a training session prior to completion of all requirements as identified in the program approval, it will be considered a Withdrawal, not an Early Completion.

Learners will not be considered Early Completers if they leave a training session prior to the expected end date to start another training program or for employment, unless they have successfully completed all requirements of the training session as identified in the program approval.

A learner leaving training for employment directly related to the training may be considered an Early Completer if the learner has completed all requirements of the approved program and is offered full-time employment during the work experience portion of the training.

PROCEDURE

Training providers must immediately report an Early Completion to the Learner Income Support Office (LISO). See Never Attended and Withdrawals policy and Counting Months of Training Benefits policy.
